Internationalization Strategy of Transilvania University of Brașov for the period 2016-2020

Preamble:

The intensification of the Internationalization Strategy for Transilvania University of Brașov is one of the priorities in the Strategic Plan for the period 2016-2020. The achievement of this objective, integrated into the overall Development Strategy, will contribute to the University’s adaptation to the current international context of higher education, and of an ever-changing environment.The specific measures stipulated in the overall Strategic Plan for achieving the aforementioned objective, shall be constituted in specific objectives, within the Internationalization Strategy formulated herein.

General objective: Increased visibility at the international level, as well as increased quality of the education and scientific-research processes, by extending the cooperation with relevant institutions, both of the European Union countries, and of non-European countries.

Specific objectives:

• To increase the number of study programmes taught in foreign languages (including partnerships with other Universities), especially of Master’s Degree and Ph.D. programmes;

• To extend the cooperation with the foreign companies in Brașov area, and abroad, for practical placements and internship stages;

• To support and stimulate the academic staff teaching in the framework of the study programmes in foreign languages;

• To step up the University’s efforts, with a view to stimulating the participation of the teaching staff and students in international mobility-exchanges and collaborations;

• To provide financial support to an internship program abroad, for the teaching staff and young researchers within the University;• To identify and implement the necessary measures, with a view to developing the language skills of the academic staff, the administrative staff and the students;

• To improve the international students’ accommodation process, by involving the Romanian staff and students, in the former’s adaptation process to university and city life (welcome at the airport, provision of useful information about the relation with the university and local authorities, organization of guided tours in the University campus and across Brașov city, etc.);

• To periodically organize events for the international students;

• The University/ Faculty representatives’ participation in international events dedicated to promoting the educational and research offer, and to recruiting foreign students;

• To step up attracting specialists, teaching staff and students from abroad, with a view to their conducting activities within Transilvania University.

Measures:

• Increased number of study programmes taught in foreign languages (including partnerships with other Universities), especially of Master’s Degree and Ph.D. programmes:

      - To elaborate performance indicators for the faculty managements, aimed at developing study programmes taught in international languages (initiation/ evaluation on an ongoing basis, in order to ensure quality/ to attract foreign students);

      - To establish at least one study programme taught in an international language, within the faculties which have not included yet such programmes in their educational offer;

      - To increase the number of students participating in joint/double degree programmes;

      - To perform the annual internal assessment of the study programmes taught in foreign languages, both in terms of process quality, and in terms of the number of international students (Erasmus and full time) who participate in these programmes.

• Extended cooperation with the foreign companies in Brașov area, and abroad, for practical placements and internship stages:

      - At institutional level, to continue the dialogue, by organizing periodical meetings with the partners in the economic and socio-cultural environment, with a view to identifying international practical-placement positions for the University’s students;

      - At a faculty level, to intensify the activities aimed at developing the dialogue with the partners in the economic and socio-cultural environment, specific to each area of activity, inclusively with a view to identifying international practical-placement positions for the students of the respective faculty;

      - To create an institutionalized framework, in order to identify the practical-placement positions for the University’s incoming students, within companies in Brașov area;

      - To make an efficient use of the financial resources rendered available by Erasmus+ programme, in order to increase the number of students who annually benefit from international practical-placement mobility exchanges;

      - To step up capitalizing on the financing opportunities for the student internships provided by international bodies (e.g.: DAAD, AUF, French Institute).

• Support and stimulation of the academic staff teaching in the framework of the study programmes taught in foreign languages:

      - To prioritize, in the competition for obtaining an international teaching mobility, within Erasmus+ programme, or within other international programmes implemented at university level;

      - To envisage a differentiated financing, for the study programmes taught in international languages, based on annually analyzing the quality of the respective programmes, inclusively from the perspective of the number of international students (Erasmus+ and full time) participating therein.

• Intensification of the University’s efforts, with a view to stimulating the participation of the teaching staff and students in international mobility exchanges and collaborations:

      - To continue the measures already implemented at university level, as regards stimulating the teaching staff and researchers to participate in international scientific-research and education projects;

      - To step up capitalizing on the mobility exchanges of the teaching and administrative staff: participation in international scientific-research and education projects; publication, in common, of the research results; organization, in partnerships, of internationally relevant scientific and educational events;

      - To extend the international partnerships for the less represented university fields;

      - To periodically assess, at faculty and university level, the results of the concluded international agreements, with a view to raising their degree of materialization;

      - To raise the awareness of the opportunities offered by the Erasmus+ programme (both the one conducted with the programme countries, and the one with partner countries) and by other international-cooperation programmes implemented at university/ faculty level, by:

            • Organizing periodical meetings (at least once per semester) between the representative of the faculty management in charge with the internationalization, and of the Erasmus coordinator per Faculty/ Erasmus coordinators per departments, and the teaching and administrative staff interested in participating in international mobility exchanges;

            • Raising the relevance and efficiency of the information events organized at a faculty level (Erasmus Info Week); organizing information sessions for the University’s students, upon the international mobility opportunities, early in the academic year (previous to the autumn selection) and at the beginning of the second semester (previous to the spring selection), wherein to participate, as guests, outgoing and incoming Erasmus students, other international students;

            • Intensifying the process of dissemination, on the web pages and notice boards of the faculties, of the information regarding the opportunities offered by Erasmus+ programme, as well as other international programmes implemented at faculty level;

   - To update (annually or whenever necessary) the information referring to the description of the study programmes in the University’s educational offer, presented in English, on the web page of the institution;

   - To extend the communication of the Institution with the persons potentially interested/ participating in the activities specific to the internationalization, by means of the social media tools.

• Provision of financial support to a programme of internships abroad for the teaching staff and young researchers within the University:

      - To organize annual competitions, at university level, for the teaching staff and young researchers to obtain financing, with a view to their achieving mobility exchanges;

      - To monitor and evaluate the results obtained within the mobility exchanges, in order to ensure an increased capacity of research-development-innovation, and the international visibility both of the direct beneficiaries, and of the overall institution.

• Identification and implementation of the necessary measures, with a view to developing the language skills of the academic staff, the administrative staff and the students:

      - To elaborate a training program focused on language skills, organized into three main branches (academic staff, administrative staff and students), within the Center for Learning Modern Languages (CILM)and the French Lectorate of Transilvania University;

      - To organize summer/ winter schools with intensive foreign-language courses, for the academic staff, the administrative staff and the students, with the participation of the teaching staff who act in the framework of the Center for Learning Modern Languages (CILM)and the French Lectorate;

      - The attendance of students, as well as of both teaching and administrative staff, at foreign-language courses, offered by the partner universities in the framework of Erasmus+ programme;

      - To make efficient use of the instrument provided by EU, namely On-line linguistic support (OLS), for the students participating in international mobility exchanges.

• Improvement of the international students’ accommodation process, by involving the Romanian staff and students, in the former’s adaptation process to university and city life:

      - To involve the University’s students in forming the team “Welcome to UTBv”, with a role in welcoming the international students at the airport/ in Brașov, in supplying useful information about the relation with the University, and with the local authorities, in organizing guided tours in the University campus, in Brașov city or its surrounding areas, etc.;

      - To improve the quality of the information materials elaborated for the University’s international students and guests from abroad (Erasmus Student Guide, International Student Guide, “survival kit”) – useful both for the students, and for the university staff, guests in the University;

      - To organize counselling and orientation activities, for the purpose of the international students’ adaptation to a different cultural environment.

• Periodical organization of events dedicated to the international students:

      - To follow up the events which have already become a tradition, dedicated to incoming Erasmus students: Erasmus Open Day (semi-annually, in the second week of the semester);

      - To organize periodical (biyearly) meetings between the international students and the Romanian students, of the International Day type, with a view to promoting the multicultural spirit and tolerance.

      - To involve the international students (Erasmus+ and full-time) in research activities, by their participating in the University’s student scientific events, and by attracting them in short-term (1 semester) and medium-term (1 academic year) student scientific projects, along with the Romanian students;

      - To allocate a space, in the University’s premises, in order to establish „UTBv International Student House” a center dedicated to the international students and to the Romanian students of the tutoring programme („Welcome to UTBv”), for their conducting varied types of study and/ or cultural activities.

• The University/ Faculty representatives’ participation in international events dedicated to promoting the educational and research offer, and to recruiting foreign students:

      - To periodically (annually) organize international events bringing together the international partners of the institution (under Erasmus+ programme, as well as under other cooperation programmes implemented in the university);

      - To extend the University’s participation in inter-university cooperation networks;

      - To co-organize international scientific events, in the country or abroad, in partnership with other universities, research institutions, or specialized organizations;

      - To extend the participation of the University’s representatives, in educational and research events or fairs, internationally, for the overall benefit of education.

• Intensified attraction of specialists, teaching staff and students from abroad, with a view to their conducting activities in the framework of Transilvania University:

      - To increase the number of teaching staff and specialists from abroad, invited to hold lectures, courses, or to conduct other specific activities within the University; and to secure the financial resources for conducting these activities, inclusively by creating a programme of the visiting professor fellowship type.

      - To create a programme of the exchange teacher type, with partner universities, wherein teaching staff/ experts from the partner University should come to teach at Transilvania University, whereas our own University’s teaching staff should act in the partner University;

      - To grant financial support to the international students (inclusively by scholarships, tax exemption, free accommodation in student halls, etc.) with a view to their studying or conducting educational activities, in the University;

      - To invite, as a guest, in the framework of the international conferences, or of other events specific to education, organized by UTBv, renowned personalities, as well as to provide the financial resources for conducting these activities;

      - To create a database with personalities in the Diaspora, who collaborate with teaching staff of Transilvania University; to identify successful alumni who act abroad, and who benefitted from mobility exchanges during their university studies;

      - To initiate discussions at a national level, with a view to promoting the proposal to host, at Transilvania University, a future edition of the Conference Diaspora în Cercetarea Ştiinţifică şi Invăţământul Superior din România [Diaspora in the Scientific Research and Higher Education of Romania](http://www.diaspora-stiintifica.ro/);

      - To collect themes for doctoral theses, from our University’s departments, and to launch scholarship offers for the international candidates interested in attending the Ph.D. study programme at Transilvania University;

      - To strengthen the cooperation with the Ministry of Foreign Affairs and Agence Universitaire de la Francophonie (AUF), with a view to obtaining Eugen Ionescu scholarships, offered by the Romanian State, for doctoral/ post-doc research activities, within Transilvaia University, to the researchers from Francophone countries;

      - To increase the relevance of the mobility exchanges of both teaching and administrative staff from partner Universities in Transilvania University, by organizing meetings, at institutional level (with the Rector/ Vice-Rector of the University) on the subject of increasing the quality of the existing partnerships, and of the activities developed in the framework of the respective partnerships;

      - To diversify and improve the quality of our University’s promotional materials; to provide the framework for each faculty’s easy access to the promotional materials elaborated at institutional level.
